民航是現(xiàn)代綜合交通運輸體系的有機組成部分,以其安全、快捷、通達(dá)、舒適等獨特優(yōu)勢確立了獨立的產(chǎn)業(yè)地位。同時,民航在國家參與經(jīng)濟全球化、推動老少邊窮地區(qū)發(fā)展、維護國家統(tǒng)一和民族團結(jié)、保障國防和經(jīng)濟安全、加強與世界不同文明溝通、催生相關(guān)領(lǐng)域科技創(chuàng)新等方面都發(fā)揮著難以估量的作用。因此,民航業(yè)已成為國家經(jīng)濟社會發(fā)展的戰(zhàn)略性先導(dǎo)性產(chǎn)業(yè),其發(fā)達(dá)程度直接體現(xiàn)了國家的綜合實力和現(xiàn)代化水平。
自改革開放以來,我國民航業(yè)快速發(fā)展,行業(yè)規(guī)模不斷擴大,服務(wù)能力逐步提升,安全水平顯著提高,為我國改革開放和社會主義現(xiàn)代化建設(shè)做出了突出貢獻(xiàn)?梢哉f,我國已經(jīng)成為名副其實的民航大國。站在新的歷史起點上,在2008年的全國民航工作會議上,民航局提出了全面推進(jìn)建設(shè)民航強國的戰(zhàn)略構(gòu)想,拉開了我國由民航大國邁向民航強國的序幕。
要實現(xiàn)民航大國向民航強國的轉(zhuǎn)變,人才儲備是最基本的先決條件。長期以來,我國民航業(yè)發(fā)展的基本矛盾是供給能力難以滿足快速增長的市場需求。而其深層次的原因之一,便是人力資源的短缺,尤其是飛行、空管和機務(wù)等專業(yè)技術(shù)人員結(jié)構(gòu)不合理,缺乏高級技術(shù)、管理和安全監(jiān)管人才。有鑒于此,國務(wù)院在《關(guān)于促進(jìn)民航業(yè)發(fā)展的若干意見》中明確指出,要強化科教和人才支撐,要實施重大人才工程,加大飛行、機務(wù)、空管等緊缺專業(yè)人才的培養(yǎng)力度。
正是在這樣的大背景下,作為世界上最大的航空訓(xùn)練機構(gòu),作為中國民航培養(yǎng)飛行員和空中交通管理人員的主力院校,中國民航飛行學(xué)院以中國民航可持續(xù)發(fā)展為己任,勇挑歷史重?fù)?dān),結(jié)合自身的辦學(xué)特色,整合優(yōu)勢資源,組織編寫了這套空中交通管理系列教材,以解當(dāng)下民航專業(yè)人才培養(yǎng)的燃眉之急。在這套教材的規(guī)劃、組織和編寫過程中,教材建設(shè)團隊全面貫徹落實《國家中長期教育改革和發(fā)展規(guī)劃綱要(20102020年)》,以培養(yǎng)適應(yīng)民航業(yè)崗位需要的、具有工匠精神的應(yīng)用型高素質(zhì)人才為目標(biāo),創(chuàng)新人才培養(yǎng)模式,突出民航院校辦學(xué)特色,堅持以飛為主,協(xié)調(diào)發(fā)展的方針,深化產(chǎn)教融合、校企合作,強化學(xué)生實踐能力培養(yǎng)。同時,教材建設(shè)團隊積極推進(jìn)課程內(nèi)容改革,在優(yōu)化專業(yè)課程內(nèi)容的基礎(chǔ)上,加強包括職業(yè)道德、民航文化在內(nèi)的人文素養(yǎng)教育。
由中國民航飛行學(xué)院編寫的這套教材,高度契合民航局頒布的空中交通管制員執(zhí)照理論考試大綱及知識點要求,對相應(yīng)的內(nèi)容體系進(jìn)行了完善,從而滿足了民航專業(yè)人才培養(yǎng)的新要求?梢哉f,本系列教材的出版恰逢其時,是一場不折不扣的及時雨。
由于空中交通管理專業(yè)涉及的知識點多,知識更新速度快,因此教材的編寫是一項極其艱巨的任務(wù)。但令人欣喜的是,中國民航飛行學(xué)院的教師們憑借嚴(yán)謹(jǐn)?shù)墓ぷ髯黠L(fēng)、深厚的學(xué)術(shù)造詣以及堅韌的精神品質(zhì),出色地完成了這一任務(wù)。盡管這套教材在模式創(chuàng)新方面尚存在瑕疵,但仍不失為當(dāng)前民航人才培養(yǎng)領(lǐng)域的優(yōu)秀教材,值得大力推廣。我們相信,這套教材的出版必將為我國民航人才的培養(yǎng)做出貢獻(xiàn),為我國民航事業(yè)的發(fā)展做出貢獻(xiàn)!
